Rules and Regulations of IHPC

1. General:

1.1

The resources provided by the Icelandic High Performance Computing Centre (IHPC) are available to Icelandic universities and governmental research institutes. Scientists in independent research institutes located in Iceland may also gain access, provided that their research is funded by public grants.

1.2

The expert panel of the IHPC is the governing body of the resource and makes decisions relevant to its infrastructure, access for new users, renewal of the current regulation and policies, and so forth.

2. Access:

Access to the resources provided by the IHPC is granted by two different means:

2.1

By cooperation through the Rannís Infrastructure Fund (the Icelandic Centre for Research), in which each party (i.e. applicant and co-applicants) can propose one (or more) representative(s) to the expert panel.

2.2

By web applications (sent to “help@hi.is”). The applications are accepted or rejected by the expert panel. Access by this method is granted for a research project with an estimated end date, but can never exceed three (3) years. Near the end date, the PI can apply for renewal. In either case the members of the expert panel or the official PIs are the only ones allowed to contact the HPC administrators of the IHPC for new user accounts. In both cases access is available as long as the formal cooperation or project is active. In the end of the cooperation or project, all relevant user accounts and all relevant scientific data are subject to the general resource policies on deletion of accounts and data.

3. Resource Policies

General resource policies are implemented to ensure a healthy and efficient HPC environment for all of the users. This includes rules on deletion of accounts and data, storage and management of data, as well as the HPC job scheduler. The policies regarding account and data management on the HPC resource are to be strictly adhered to and are enforced by the HPC administrators. Requests regarding renewal/extension of access are reviewed upon request. Request for storage of (large) data and enhanced use of the HPC job scheduler can be applied for and is reviewed by the expert panel.

4. Access by a third party:

4.1

High schools, university colleges and other educational parties at these levels and below, will not be granted access to the resources provided by the IHPC. This applies regardless if these institutes/schools are in cooperation with higher educational parties/institutes that do have access.

4.2

Foreign universities or institutes will not be granted access to the resources provided by the IHPC. This applies regardless if they are in cooperation with Icelandic educational parties or institutes that do have access.

4.3

Students from foreign institutions participating in a collaborative project with Icelandic research institutes and associated PI can be granted guest access upon request – limited to six (6) months at a time.

5. Interpretation:

If there is a confusion/disagreement about the understanding of the above regulation, the interpretation should be made in the stricter sense (i.e. the interpretation should be such that it will restrict access rather than open).

6. Review:

The current regulation and resource policies will be reviewed once a year by the expert panel.
